Overview
Two forces are now at work to a greater degree than ever before. They are the globalization of world trade and the rising tide of public accountability. Governments must create the best environments for growth to match the rising tide of business and citizen expectation.
Strong political leadership and good governance are critical success factors in reaping the benefits of globalisation and achieving long term economic growth.
This institutional capacity building programme is a response to the need to develop more effective states in developing countries to create political stability, economic growth and eradicate poverty.
Programme aim
A 12 month institutional capacity building leadership & governance programme to develop the effectiveness of senior-level leaders in Commonwealth member states, equipping then with the practical knowledge, skills and capabilities to innovate workable solutions to difficult problems that achieve lasting improvements for the country.
The three target areas for the EPA Programme are:-
• Leadership
• Capacity Development
• Governance
Who for?
Senior leaders at national, regional and local government level, including Central Banking Institutions.
The are designed to have an impact at the level of the institution, the organizational unit and the individual.
The EPA programme will stimulate and challenge senior officials to think about their contribution as a strategic leader, and identify areas for improvement. It will empower them to develop a new perspective on their county region or country and discover how to lead it to greater success.
Programme content
The EPA Programme will adopt a solutions focussed approach where specific needs will be clearly identified and addressed. It will provide the following tailored support that is appropriate to country circumstances:
• Bespoke leadership capacity development workshops in practical, hands-on issues that senior national government leaders typically encounter, such as self-awareness, visioning, strategy, implementation, performance monitoring etc.
• Innovation alchemy workshops for innovating new solutions and achieving lasting results.
• Good Governance training an essential qualification for economic survival, focusing on state capability, responsibility and accountability.
• Cabinet level retreats.
• Peer-To-Peer engagement.
• Periodic meetings conferences to enhance the transfer of knowledge between state, local or national governments.
• Mentorship opportunities with current international political leaders; and
• Opportunities to identify common issues for improving cooperation and collaboration among individuals and their respective institutions and identifying roles and responsibilities.
Key outcomes
This practical application programme will:-
• Create a strong foundation for increased institutional performance for achieving results through effective leadership.
• Facilitate the introduction and internalisation of a new results orientated culture to achieve the national vision, within desired budgets.
• Enhance self-confidence of individual leaders and empower them to become more effective through knowledge of best management and leadership practices and the principled use of power.
• Facilitate the formation of mutually supportive peer learning groups to ensure that they use, share and develop what they have learned as an important tool for driving forward the required culture and organisational changes.
• Improve the co-operation of individual leaders and their respective institutions and clarify roles, and responsibilities.
• Improve transparency, combat corruption and fraud.
Design & delivery
• Initial contact with senior ministerial contact at each government or regional level to discuss issues/challenges and gauge level of commitment.
• Scoping mission to assess country specific issues/challenges and diagnose best fit intervention.
• Development of programme proposal with cost breakdown
• Interim period of preparation of programme workshops, materials and resources.
• Event delivery
• Follow up monitoring & evaluation.
Learning styles
The programme will place a great emphasis on practical and experiential learning based on the real challenges of the leader for improving individual effectiveness.
Participants will be encouraged to keep personal learning logs to record their learning and personal objectives, and chart their progress in meeting objectives. The learning methodology will also include:-
